This tool provides a map to explain the many cluster response domains within the levels of a health care system, and provides a checklist of health services that should be available for each level of care: community, primary, secondary, and tertiary. The checklist includes recommended services, which should be provided to meet minimum standards for maternal and newborn health, reproductive health, and those included minimum initial services package.
